International Competition to Launch University of the South Pacific Press

In May 2011, the University of the South Pacific will be launching its publishing arm that will be known as the USP Press. The goal of the Press is to publish high quality research and writing on issues related to the Pacific Islands, or the islands commonly known as Melanesia, Micronesia and Polynesia. Toward this end, the University wishes to announce an international competition seeking manuscripts in the following categories:

USP Press Literature Prize ($3000) will be awarded to the overall winner from the following categories.

The winner in each category will receive $1,000.00

  • Fiction ($1,000)
  • Poetry ($1,000)
  • Drama or Screenplay ($1,000)

USP Press Non Fiction Prize ($3,000) will be awarded to the overall winner from the following categories. The winner in each category will receive $1,000.00.

  • History, Auto/Biography ($1,000)
  • Sciences ($1,000)
  • Social Sciences/Humanities ($1000)
  • Best Children’s Book ($2,000)

The competition is open to all nationalities and closes on 15 February, 2011.

The prize money will be in American dollars

‘Here from Elsewhere’–settler-colonialism with a southern horizon

Here from Elsewhere was the final in this year’s Southern Perspectives series at the IPCS. The series began with Raewyn Connell’s outline of ‘southern theory’ as a counter-hegemonic argument against the concentration of knowledge in the metropolitan centres. It set the scene for speculative propositions about forms of knowledge particular to the periphery, which included developments in indigenous theory, tidalectics and humid thinking.

One of the obvious points of connection between countries of the south lies in the settler-colonial experience. But recent developments in settler-colonial studies disturb the comfortable opposition between centre and periphery, north and south. The Imperial/Settler binary is counterbalanced by the Settler/Indigenous divide. While it might seem possible for those who cast themselves as ‘southern’ to join in solidarity against the metropolitan centres, there remains the historical conditions that continue to split these nations along colonial lines.

New Zealand historian James Belich (Victoria University, Wellington) began by outlining the argument in his recent book Replenishing the Earth. He articulated the three phrases of Anglo settlerism: incremental, explosive and re-colonisation. In the discussion that followed, Belich’s concept of the ‘re-colonisation’ was seen as implying that the flow of influence from Britain had ebbed before it was re-kindled.

Specialist in settler colonialism Lorenzo Veracini (Swinburne University, Melbourne) provided an analytic account of the distinction between colonialism and settlerism. He argued that settlerism was a distinctly southern phenomenon, emerging from the periphery. The discussion questioned the qualitative difference in relations with indigenous between colonial and setter. Veracini gestured the difference as one between the colonist addressing the indigenous with ‘You, work for me!’ (colonial), or ‘You, go away!’ (settler).

Historian Kate Darian-Smith (University of Melbourne) reflected on her own research, particularly in the circulation of objects related to reconciliation around the Pacific rim. In discussing the significance of objects such as the brass gorgets, Darian-Smith pointed to the active ways in which settlers proceeded to make their claims on the new land. She also implied a gender dimension in analysis of settlerism.

The following discussion continued the spirited contestation and defence of the settler-colonial paradigms that were presented. In terms of ‘southern perspectives’, it raised some important questions:

  • What is the substantial difference between the settler-colonialism experienced in Australasia and that of the United States?
  • What is the prognosis for the condition of settler-colonialism? Is it an original sin beyond redemption?

Clearly, the notion of a southern perspective must critique the manufactured forms of solidarity that elide the violence of colonisation. Settler colonial studies provides a powerful argument to expose facile alliances.

But settler-colonial studies also provides a powerful enabler of south-south dialogue by exposing exceptionalism as a common condition. In the case of Australia, the concept of the ‘great southern land’ encourages the narrative of a lucky country with singular promise. Through the settler lens, we see the way other countries create parallel forms of exceptionalism, particularly from the booster narratives of explosive colonisation. This applies not just to Anglo cousins, but across the latitude to Latin America and southern Africa.

So the challenge now awaits to use this platform as a way of journeying out beyond the familiar forums into south-south conversations. This notion of south is not the ground we stand on, but the horizon towards which we can gaze.

Developing Pacific Scholarship

Call for applications from Pacific Islander scholars

The State Society and Governance in Melanesia Program (SSGM), situated in ANU College of Asia and the Pacific, is offering a Pacific Scholarship Award for eight places to graduate students and scholars from universities, research institutions and professional bodies in the Pacific Islands to attend its Developing Pacific Scholarship Program for two weeks from 31 January to 11 February 2011. Full travel costs to and from Canberra, plus accommodation, will be paid to successful Pacific Islander applicants.

This Program is envisaged as a training opportunity for younger Pacific Islands researchers. During the first week of the Program, a selection of ANU Pacific Studies staff will offer brief summaries of their current research, there will be opportunities for comments and feedback on the visiting participant’s writing and research, and guided introductions to research resources. The second week will feature 15-20 minute presentations from each of the visitors on any aspect of their research. Trips around Canberra and social events will also be offered. Here from elsewhere: Settlerism as a platform for south-south dialogue

The southern question is figured as a struggle by colonies to liberate themselves from metropolitan centres in order to realise their own destinies at the other end of the world. This includes taking up the challenge of co-existence with peoples originally displaced by the process of colonisation. But what remains of the relation between metropolitan centre and periphery? Is there evidence of exchange between oldland and newland that offers a more reciprocal arrangement? What does this mean for potential solidarity between countries of the periphery?

Professor James Belich is at the Stout Research Centre, University of Wellington. His two volumes on New Zealand history, Making Peoples and Paradise Reforged, are considered comprehensive and engaging. His recent publication Replenishing the Earth: The Settler Revolution and the Rise of the Angloworld, 1780-1930 is described in the TLS as ‘one of the most important works on the broad processes of modern world history to have appeared for years.’

Professor Kate Darian-Smith is Professor of Australian Studies and History at the University of Melbourne. Kate has written widely on Australian history and on the British world. Her works include, as co-editor of Britishness Abroad: Transnational Movements and Imperial Cultures, Melbourne University Press, 2007 and Text, Theory, Space: land, literature and history in South Africa and Australia, Routledge, 1996. She is currently working on an ARC-funded project (with Penny Edmonds and Julie Evans) on Conciliation Narratives in British Settler Societies in the Pacific Rim.

Dr Lorenzo Veracini is a Senior Research Fellow at Swinburne University and holds a Queen Elizabeth II Fellowship. He joined the ISR in early 2009 and has studied history and historiography in Italy and the UK before moving to Australia in the late 1990s. He is the author of Israel and Settler Society (Pluto Press 2006) and What is Settler Colonialism? (forthcoming). He is currently writing a global history of settler colonialism and is on the editorial board of the new journal, Settler Colonial Studies.

The National University of Samoa (NUS) invites scholars, artists, vocational trainers, public servants, private consultants and researchers to participate in its second Samoa Conference to be held in Samoa, July 2011. Samoa Conference II provides an opportunity for participants to share in a comprehensive international forum showcasing scholastic, vocational and artistic works on Samoa in Samoa, on the peoples of Samoa, its environment, cultures (popular, national, local, international and diasporic), traditions, laws/lores, arts, musics, worldviews, politics, medicines and technologies. Samoa Conference II complements our bi-lingual, bi-annual Measina Samoa Conferences.

Abstracts for paper presentations and poster displays are now sought from national, regional and international presenters and authors. Language for all formal oral presentations and posters is English. Presenters who wish to present in Samoan or other non-English language must provide an English translation for their work at their own expense

The Samoa Conference II theme is: Tracing Footprints for tomorrow: past lessons, present stories, future lives”.

The theme focuses on the oft-cited wisdom that moving forward towards a safe and prosperous future requires learning from the past to enable the present and secure the future. The theme asks: What have we learnt from the past? What do we do in the present? How do we move forward into the future?

The Atlantic World in a Pacific Field: A Conference

How does a strange place or people become comparable with those more familiar? What does it take to relate a new plant or animal to those already well known? How does one standardize observations and mobilize things and people and situations so they have meaning elsewhere? That is, how was the Pacific made into the obligatory site for exploring the issues that mattered in the Atlantic world? In particular, this conference will examine the ways in which both oceanic regions were co-produced through a complicated series of intellectual and practical interactions over many centuries. Moreover, it will seek ways in which to make the Pacific visible again in global scholarship.

Islands and Archipelagos: Mapping Contemporary Art from Australia, Asia and the Pacific

Abstract: In its six iterations since 1993, the Asia-Pacific Triennial of Contemporary Art has established itself as the premier ‘international exhibition’ that focuses on the diverse artistic cultures of the region. Significantly, these Triennials also offered a powerful and proleptic image of Australia’s place in the region, one that accented Australia’s desire for such a place. This paper seeks bring into relief the cartographic dispositions and representational logic underlying the Asia-Pacific Triennial’s curatorial imaginary. I argue that the curatorial agency and imaginary of the Triennial is constituted by the way it positions itself within wider cultural, geographical, and epistemic frames of reference. From this perspective, the Triennial’s engagement with the contemporary artistic cultures of ‘Asia’ and ‘the Pacific’ represents an attempt by the Australian subject to come to terms with its decentred positionality – that is, its peculiar experience of being located ‘South of the West’– by re-positioning itself, via strategic alignments along the periphery, as a cultural-artistic centre in the region, the putative centricity of which is defined by the space of invisible liminality marked by the hyphen that connects ‘Asia’ and the ‘Pacific’. 

Francis Maravillas completed his PhD in the Faculty of Arts and Social Sciences at the University of Technology, Sydney, where he teaches cultural studies. His current research interests include contemporary art and visual culture in Asia and Australia, curatorial practice and international art exhibitions. His work on Asian art in Australia appears in various journals as well as recent edited collections including Crossing cultures: conflict, migration and convergence (2009), Cosmopatriots: On Distant Belongings and Close Encounters (2007) and In the Eye of the Beholder Reception and Audience for Modern Asian Art (2006). He was previously a board member of the Asia Australia Art Centre (Gallery 4a) Sydney (2003-2006).

AlterNative: An International Journal of Indigenous Peoples is calling for papers to be submitted now for 2010 publication.

AlterNative: An International Journal of Indigenous Peoples is a multidisciplinary peer-review journal. It aims to present Indigenous worldviews from native Indigenous perspectives. It is dedicated to the analysis and dissemination of native Indigenous knowledge that uniquely belongs to cultural, traditional, tribal and aboriginal peoples as well as first nations, from around the world.

Education for Sustainable Development – from South Pacific

An important new initiative from the University of the South Pacific:

The Pacific Regional Centre of Excellence for ESD, the University of the South Pacific through its School of Education has produced a 3-volume book series devoted to Education for Sustainable Development. The books are an outcome of a School of Education initiative under the USP Asia-Pacific Cultural Centre for UNESCO [ACCU] ESD Project. Contributors represent a number of Pacific island countries including Fiji, Kiribati, Rabi, Rotuma, Samoa, Solomon Islands, Tonga and Vanuatu.

The book series is of particular interest to those seeking to find out more about how indigenous knowledge can and should influence development in the Pacific islands today and the role of the University in promoting and supporting these movements. Significantly, they offer insight into the role that education (formal, non-formal and informal) should play in preparing Peoples for life long learning and for survival in the changing turbulence of our contemporary times.

About the books

Volume 1 “Continuity and Survival in the Pacific” presents a selection of articles by Pacific scholars exploring the ways by which Pacific societies live the principles of Education for Sustainable Development. The articles also provide some insight into current thinking about ways by which Pacific peoples may take control in determining the future of the region.

Volume 2 “Pacific Stories of Sustainable Living” includes stories of Sustainable Living presented through the arts including visual arts, poetry, chants, stories, dance and life stories. 

Volume 3 “An Annotated Bibliography” provides a collection of abstracts and bibliographical information on ESD in the Pacific – useful text for those interested in further study on ESD.

About The Editors – Vols 1 & 2 

Cresantia F. Koya (Fiji) is the product of multiple diasporic journeys. Of Arab, Indian, Samoan, Irish and Solomon descent, she  teaches courses in Curriculum, Educational Theory and Pacific Studies at the University of the South Pacific. An artist and writer, she is actively involved in the development of the arts in Fiji. Her research interests include Education for Social Change and Justice, Pacific Studies and the Arts, Teacher Education for the future and Education for Sustainable Development. She is currently the Acting-Director of the Oceania Centre for Arts, Culture and Pacific Studies at the University.           She is also a member of the core-group tasked with developing the Regional Cultural Strategy for the Pacific and the Culture and Education Strategy. Combining her work in curriculum development and the arts, she is keen to see indigenous knowledge, culture and the arts provided a platform in mainstream and non-formal education.

Unaisi Nabobo-Baba (Fiji) is an indigenous Fijian. She has  taught at a number of secondary schools in Fiji and at the Fiji College of Advanced Education before joining the University of the South Pacific in 1996. She is currently a Senior Lecturer in Education. Her areas of research and publications include: Teaching and Learning in specific contexts, Teacher Education in Pacific Islands contexts-pre service and in-service, Indigenous education and development related discourse, Pacific Islands and Small Island States education, Education and Global Change Agendas, School and Community Relations and Education, Women and development, women teachers and their stories, Remoteness and islandness, Indigenous Knowledge and Epistemology and, International Aid and Education.

Teweiariki Teaero (Kiribati) taught art and Kiribati Studies at secondary school before joining the University. He is currently a Senior Lecturer in Education and Head of the School of Education at USP. His interests are in the areas of educational leadership, indigenous epistemologies, indigenous and contemporary Pacific art and culture and Kiribati orature. He has presented many scholarly papers in regional and international conferences and published numerous articles in peer-refereed journals. He is an accomplished artist and poet, with several publications and exhibitions to his credit.

Vol 3 – Compiled by Paserio Furivai

Paserio Furivai has taught for over 20 years in various parts of Fiji at both primary and secondary levels. He also worked as a Teacher Educator at Corpus Christie College and at the University of the South Pacific. In 2008, he founded the IPA Learning Centre, an education related company with the vision of ‘Sustainable learning through the use of innovative resources”. He is also the Director of the Kip McGath Education Centre in Nasinu.
