Warning: Questions Ahead! Southern dialogues at the beginning of 2013

Southern dialogues are developing strongly at this moment in time, though only to highlight the significant challenges ahead.

The colloquium Diálogo Trans-Pacífico y Sur-Sur: Perspectivas Alternativas a la Cultura y Pensamiento Eurocéntrico y Noroccidental took place on 8-9 January, as part of the grand scale Congreso Interdisciplinario at University of Santiago, Chile. Latin America has been the home of particularly active southern thinking, inspired often by its indigenous cultures. The ‘south’ as a rallying call has been significant given the tangible counter-influence of the United States, to the immediate north.

The Santiago colloquium witnessed a change away from this previously combative north-south argument. The principal perspectives were from Chile, México and Argentina. Much discussion was given to the emerging relations with Asia, specifically China. Alongside this was the growing influence of Brazil across Latin America, reflected in the large number present for the parent congress. In the past, these south-south relations would have been flavoured by a solidarity against USA as the common hegemon. But now there is increasing recognition of a diversity of interests across the south, and the need to reflect this in a conversation which is not reduced to catching up with the North.

One tangible contribution of the colloquium was the title. The word ‘noroccidental’ literally means ‘north-western’. This refers more generally to Western culture in the North, rather than the top left corner of the globe. Such a term accepts that there is a Western culture in the South as well, particularly in countries like South Africa, Australia and Chile. But it differentiates itself from other northern countries, such as Russia and China.

Other emerging terms are ‘Euro-American’ and ‘trans-Atlantic’. The problem with these is that it uses the generic term to represent only one half—North America. ‘Euro-American’ does not include Latin America, nor does ‘trans-Atlantic’ feature exchanges with Africa. The challenge is to find an English equivalent of ‘noroccidental’. Would ‘north-Occidental’ do?

The plenary concluded with a call for a more global understanding of South, reflecting such developments as population flows through the North and the relational identity of North and South.

The challenge is to extend this dialogue beyond Latin America to engage with forums elsewhere in the South. There is much activity in South Africa at the moment around the book by Jean & John L. Comaroff, Theory from the South: Or, how Euro-America is Evolving Toward Africa, including the recent critical responses in Johannesburg Salon. In Australia, there is continuing reference to Raewyn Connell’s Southern Theory, as well as Indigenous Studies broadly taking on global themes.

The relative lack of connection between these dialogues is, of course, reflective of the condition of the South itself, as a series of spokes connected with each other only via a central hub in the North. Language is an added challenge. The convenor of the Congreso Interdisciplinario Eduardo Devés has developed his own perspective on the Southern condition through ‘periphery theory’, outlined in his publication Pensamiento Periférico, which is freely available in Spanish. The potential reduction of South to the condition of periphery is an important challenge to the broader historical narratives that it carries. To what extent the issues normally identified with South be characterised by the condition of distance from the centre? Such a perspective puts the historical conditions such as settler-colonialism into question.

Though the distances between the southern countries themselves should be identical to those separating northern countries, the ‘hub & spokes’ model works in a very practical way to mitigate against south-south travel. Many academics from outside Chile had to cancel their involvement in the colloquium due to higher than expected air fares. This is obviously compounded by smaller travel budgets for academic staff in southern universities.

Nevertheless, the University of Santiago is taking a lead in fostering south-south dialogue. In late October 2013, they will initiate an annual forum/workshop to ‘go full circle’ on the Pacific, looking at how a trans-Pacific exchange might be configured to include Latin America. The Asia Pacific is usually conceived as a domain exclusive to Australasia, East Asia and North America. But as with the APEC forum, the south-east arc of Latin America should be an integral part of that. ‘Full circle’ provides a focus on the Pacific as a space for multilateral relations. What would be the intellectual underpinning of this?

The time seems ripe for a major conference on these various strands of southern thinking. Given its position, hosting an international conference would seem one tangible contribution that Australia could make to this emerging paradigm. Alternatively, if it were to be held in a northern university, this paradox of having to go North to talk about South would provide sufficient material for a conference in itself.

One question that tangibly brings the condition of southern thinking home concerns the north-south asymmetry of the academic world. In particular, if someone had the prospect of an academic position in Europe or North America, would there be any value in remaining in a less well-endowed southern university?

Meanwhile, while waiting for such an event to emerge, four Australian academics have generous offered a summary of their work accompanied by a generative question:

It includes essays on the idea of South, power shifts in East Arnhem Land, change and development in Philippines, UFOS in South America and displacement in Colombia fiction and creative non-fiction from Angola, Australia, China, New Zealand, South Africa and Suriname; reviews of Tamil pulp fiction, Indigenous graphic novels and documentaries from the Pacific. There’s an Ainu fable re-told, a radio play and poetry from many places in the global South, much of it in new translation.

Globalisation from scratch–where is south?

French curator and writer Nicolas Bourriaud presents his concept of the altermodern as the 21st century ‘frontier’.

There are many who would contest the Western-centric view of modernism, yet do not subscribe to the idea that it has an ‘other side’ in the South. Nicolas Bourriaud, author of Relational Aesthetics, presents the idea of a ‘globalisation from scratch’, which is a flat symmetrical world where all peoples have equal access to the global electronic stage. Thus one of the critiques of a ‘southern perspective’ is that it is beholden to a cold-war mentality the divides the world neatly into west and ‘the rest’. Bourriaud presents a context that is not complicated that by this past and celebrates plurality.

So from a ‘southern perspective’, there are questions of such an approach. While celebrating plurality, its product as a curated exhibition is still concentric. This plurality is still inevitably concentrated in the art galleries of metropolitan centres.

And like its precursor ‘relational aesthetics’, altermodernity depends on an immanence that is liberated in free play. Such deferral of necessity and tradition is subject to the Bourdieu’s critique of aestheticisation in Distinction. It becomes a marker of class which has garnered the necessary surplus capital to rise above political squabbling over resources.

These are familiar criticisms of Bourriaud, but there is a danger that they position ‘southern perspectives’ as a voice of resentment, rather than an active site for engagement of ideas. At the least, there should be a possibility of dialectic between north and south, whereby each exposes the other’s limits. But for this to happen requires an acknowledgement that the world is divided, albeit messily.

Settler colonialism is a global and transnational phenomenon, and as much a thing of the past as a thing of the present. There is no such thing as neo-settler colonialism or post-settler colonialism because settler colonialism is a resilient formation that rarely ends. Not all migrants are settlers: they are founders of political orders who carry with them a distinct sovereign capacity. And settler colonialism is not colonialism: settlers want Indigenous people to vanish (but can make use of their labour before they are made to disappear). Sometimes settler colonial forms operate within colonial ones, sometimes they subvert them, sometimes they replace them. But even if colonialism and settler colonialism interpenetrate and overlap, they remain separate as they co-define each other.

Argentine Culture Symposium

Saturday 29 May, 4.30pm – 8.00pm

To celebrate the bicentenary of the Argentine independence revolution, the School of Music in collaboration with the School of Languages, will host a half-day symposium on Argentine culture showcasing the work of Argentine academics and scholars at the University of Melbourne.

The programme will include papers on tango, rock, and media in contemporary Argentina; censorship, economic crisis, and the ‘cumbia villera’ phenomenon; Argentinean’s attitudes towards their variety of Spanish language; the musical rhetoric of the Argentine national anthem, and an analysis of the Oscar-winning film El secreto de sus ojos (The secret in their eyes). The event will conclude with a recital by Argentine pianist Andrea Katz, featuring works by Ginastera, López Buchardo and Guastavino.

Education for Sustainable Development – from South Pacific

An important new initiative from the University of the South Pacific:

The Pacific Regional Centre of Excellence for ESD, the University of the South Pacific through its School of Education has produced a 3-volume book series devoted to Education for Sustainable Development. The books are an outcome of a School of Education initiative under the USP Asia-Pacific Cultural Centre for UNESCO [ACCU] ESD Project. Contributors represent a number of Pacific island countries including Fiji, Kiribati, Rabi, Rotuma, Samoa, Solomon Islands, Tonga and Vanuatu.

The book series is of particular interest to those seeking to find out more about how indigenous knowledge can and should influence development in the Pacific islands today and the role of the University in promoting and supporting these movements. Significantly, they offer insight into the role that education (formal, non-formal and informal) should play in preparing Peoples for life long learning and for survival in the changing turbulence of our contemporary times.

About the books

Volume 1 “Continuity and Survival in the Pacific” presents a selection of articles by Pacific scholars exploring the ways by which Pacific societies live the principles of Education for Sustainable Development. The articles also provide some insight into current thinking about ways by which Pacific peoples may take control in determining the future of the region.

Volume 2 “Pacific Stories of Sustainable Living” includes stories of Sustainable Living presented through the arts including visual arts, poetry, chants, stories, dance and life stories. 

Volume 3 “An Annotated Bibliography” provides a collection of abstracts and bibliographical information on ESD in the Pacific – useful text for those interested in further study on ESD.

About The Editors – Vols 1 & 2 

Cresantia F. Koya (Fiji) is the product of multiple diasporic journeys. Of Arab, Indian, Samoan, Irish and Solomon descent, she  teaches courses in Curriculum, Educational Theory and Pacific Studies at the University of the South Pacific. An artist and writer, she is actively involved in the development of the arts in Fiji. Her research interests include Education for Social Change and Justice, Pacific Studies and the Arts, Teacher Education for the future and Education for Sustainable Development. She is currently the Acting-Director of the Oceania Centre for Arts, Culture and Pacific Studies at the University.           She is also a member of the core-group tasked with developing the Regional Cultural Strategy for the Pacific and the Culture and Education Strategy. Combining her work in curriculum development and the arts, she is keen to see indigenous knowledge, culture and the arts provided a platform in mainstream and non-formal education.

Unaisi Nabobo-Baba (Fiji) is an indigenous Fijian. She has  taught at a number of secondary schools in Fiji and at the Fiji College of Advanced Education before joining the University of the South Pacific in 1996. She is currently a Senior Lecturer in Education. Her areas of research and publications include: Teaching and Learning in specific contexts, Teacher Education in Pacific Islands contexts-pre service and in-service, Indigenous education and development related discourse, Pacific Islands and Small Island States education, Education and Global Change Agendas, School and Community Relations and Education, Women and development, women teachers and their stories, Remoteness and islandness, Indigenous Knowledge and Epistemology and, International Aid and Education.

Teweiariki Teaero (Kiribati) taught art and Kiribati Studies at secondary school before joining the University. He is currently a Senior Lecturer in Education and Head of the School of Education at USP. His interests are in the areas of educational leadership, indigenous epistemologies, indigenous and contemporary Pacific art and culture and Kiribati orature. He has presented many scholarly papers in regional and international conferences and published numerous articles in peer-refereed journals. He is an accomplished artist and poet, with several publications and exhibitions to his credit.

Vol 3 – Compiled by Paserio Furivai

Paserio Furivai has taught for over 20 years in various parts of Fiji at both primary and secondary levels. He also worked as a Teacher Educator at Corpus Christie College and at the University of the South Pacific. In 2008, he founded the IPA Learning Centre, an education related company with the vision of ‘Sustainable learning through the use of innovative resources”. He is also the Director of the Kip McGath Education Centre in Nasinu.

Sociology goes south

Last Wednesday, 2 December, at the annual conference of the Australian Sociological Association (TASA), there was a plenary titled ‘Southern Perspectives’. Speakers included Raewyn Connell, Chilla Bulbeck, Margaret Jolly and Peter Beilharz. They considered the following questions:

  • Is there a ‘southern sociology’?
  • What kind of sociology do we teach and research in Australia? 
  • Should southern theory inform the future of sociology – in Australia and elsewhere?

The plenary attracted around one hundred and by all accounts a very lively discussion ensued.

India has not been displaced

A recent issue of the new journal The Global South focuses on the relative absence of India-based voices in cultural theory dealing with India and postcolonialism. They ask, quite directly:

Why, for example, do India-based scholars remain so woefully underrepresented in postcolonial and globalization studies, even as India itself has become the field’s most widely referenced postcolonial location?

The editors argue that the focus on displacement that has characterised my postcolonial writing does not reflect the position of the majority:

…the almost complete identification of postcolonial studies with diaspora, exile, etc. has yielded a discourse ill-positioned to critique globalization, one arguably better suited to strategically undergird the notion of a global neoliberal subject.

While an important source of critique for postcolonial studies, it raises the question of what replaces this discourse of displacement. It is the alternative a familiar story of victimhood?

To reform or to start again? An argument across the south

In Kuala Lumpur 24-26 January 2009 there was a south-south event titled The International Conference on Hegemony, Counter Hegemony and Alternatives to Hegemony: Implications for the South. This event was part of a ‘scholarly collaboration program’ between three major academic networks across the South – CODESRIA, APISA and CLACSO. The participants represented a tri-continental range of views, with particularly strong representation from Nigeria, Malaysia, Colombia, Mexico and Argentina.

The session began with an introduction by the organisers, Hari Singh (Malaysia), Adebayo Olukoshi (Nigeria) and Alberto Cimadamore (Argentina). They contextualised this initiative within the  sense of discomfort that the only way colleagues in the South could learn about each other’s counties was through northern centres, such as the School of Oriental and African Studies in London. The aim of this event was to share ideas about the hegemonic relation of North towards South in a broad manner, including perspectives beyond international relations.

So the conference began with a discussion of ‘verticalism’ which explored the cognitive dimension of the South. In discussion, the Western orientation towards the highest point in the landscape was countered by a Botswana perspective, where the top of the hill is considered a lonely place far from the centre of power in the valley. And the Western focus on the setting sun was also differentiated from the Pakistani poetry in praise of the rising sun. This phenomenological approach to the idea of South seemed a fruitful dimension of comparison.

The first of many debates began with the Colombian situation. There were strong differences over whether FARC guerrillas were a spent force in Colombian politics, with one arguing that they had lost support through their violence and another claiming that the issues they represented were still relevant, even though they were denied by the middle class elites that dominated politics.

The second and parallel debate concerned the issue of language. It was proposed that languages in different regions needed to be consolidated around a lingua franca, such as Hausa in West Africa and Swahili in East Africa. This consolidation was seen as necessary to develop regional capacities, though it was countered by a defence of linguistic diversity. This argument seemed to reflect an ongoing division between the realist and romantic positions in the South – whether the answer lay in adapting existing structures of power to Southern interests or in dismantling those structures in themselves.

China was a dominant topic in the second day. It began with a critique of the damage that Chinese imports had inflicted on the Nigerian textile industry. Almost all textile factories have now turned to vegetable oil production.  Part of the problem seemed to lie not just with the Chinese, but also Nigerian entrepeneurs that too often sacrificed quality for the sake of low price. The discussion developed around the hope that China might provide an alternative hegemon to the United States. But it seemed that China had little interest in competing with the US for global leadership, and was simply looking to further its own interests. In the course of this discussion the positive dimension of hegemony was revealed as the promise of a leadership that would seek to establish common interests. The broad argument between reformist and revolutionary positions raised the question whether the solution was to establish a new fairer hegemon or try to find an alternative to hegemony per se.

During the course of these discussions, questions were often raised about the meaning of South. What is the ideological link between countries of the South? Is there a common interest beyond contestation of the global hierarchy? It seemed in this context that the idiomatic use of the word ‘South’ played a important role in opening up the problem of global equity. ‘South’ provides a more neutral identity than the negative concepts such as ‘developing’ or ‘third’ world. But giving identity to this ‘South’ is an important challenge that still lies ahead. Future discussions are likely to be around the ethical dimension of the southern perspective.

Finally, there was discussion about Australia’s position as a country of the geographical South yet of the Global North. Australia’s ongoing perspective on these issues, particularly from a Pacific point of view, was warmly welcomed.

Presenters included Franca Attoh Chitoh (Nigeria), Olga Castillo-Ospina (Colombia), Romer Cornejo (Mexico), Jerónimo Delgado (Colombia), Gladys Hernández (Cuba), Brendan Howe (South Korea), Ijaz Khan (Pakistan), Bárbara Medwid (Argentina), Lipalile Mufana (Zambia), Kevin Murray (Australia), Kolawole Olu-Owolabi (Nigeria), and Kenneth Simala (Kenya)

Epeli Hau’ofa (1939-2009)

Tongan writer and cultural theorist Epeli Hau’ofa passed away on Sunday 11 January 2009.

Hau’ofa was born in Papua New Guinea in 1939 of Tongan missionary parents. He was educated in a variety of countries, eventually receiving his PhD at the Department of Anthropology, Australian National University. His positions included Keeper of Palace Records in Tonga, Head of Sociology Department and Head of the School of Social and Economic Development of the University of the South Pacific.

In 1997, he was the founding Director of the Oceania Centre for Arts and Culture in Suva. This became an important cultural base for exchange and expression in the Pacific.

Hau’ofa was a novelist of satiric fiction, such Tales of the Tikongs and Kisses in the Nederlands. His most recent publication, We are the Ocean, included essays about the nature of the Oceanic, and how the sea connects Pacific peoples together, from the east coast of Australia to California.

In 2004, he visited Melbourne to give a presentation at South 1, the inaugural meeting of writers and artists from across the South. His expansive notion of the Oceanic provided an important platform for connecting together the island people participating, particularly from Rapa Nui.

His conversation with ABC radio host Philip Adams at the time dwelt on his pride in cabbages. The fruits of Epeli Hau’ofa will be enjoys for many years to come.
